This report presents a shortened version of the assessment of Civil Society Organisations’ contributions
to Rwanda’s development under the first National Strategy for Transformation (NST1), covering the
period 2017-2024. It is designed for strategic discussion with between the Government of Rwanda and
Civil Society Organisations, scheduled on June 25, 2026, and therefore focuses on headline evidence,
policy significance, and implications for the transition to NST2 and Vision 2050.
